Importers need two documents per packaging type: an EU Declaration of Conformity per Annex VIII, confirming compliance with Articles 5-12 of the PPWR, and technical documentation per Annex VII – covering materials, design, recyclability assessments and test reports. Both must be available to authorities within 10 days of a request.
The DoC is a written self-declaration by the packaging manufacturer confirming that a packaging type meets Articles 5-12 of Regulation (EU) 2025/40. It follows the model in Annex VIII and must be signed by the manufacturer.

The packaging manufacturer creates and signs the DoC. Importers must ensure it exists, keep a copy for 5 years (single-use) or 10 years (reusable), and produce it within 10 days on authority request.
The DoC is required for all packaging placed on the EU market from 12 August 2026.
No, quality certificate is not the same as Declaration of Conformity. ISO certificates, food-contact declarations or generic quality documents do not replace a PPWR-specific Declaration of Conformity referencing Regulation (EU) 2025/40 and Articles 5-12.
