Branded packaging changes everything under PPWR. If your products reach the EU market under your own name or trademark, Article 21 of Regulation (EU) 2025/40 classifies you as the manufacturer, regardless of who actually produces the packaging. That means conformity assessments, technical documentation, and Declarations of Conformity are your responsibility to issue and maintain.
