Disclaimer: New EUDR developments - December 2025
In November 2025, the European Parliament and Council backed key changes to the EU Deforestation Regulation (EUDR), including a 12‑month enforcement delay and simplified obligations based on company size and supply chain role.
Key changes proposed:
- New enforcement timeline: 30 December 2026 for large/medium operators, 30 June 2027 for small/micro operators
- Simplified DDS: One-time declarations for small and micro primary producers
- Narrowed scope: Most downstream actors and non‑SME traders would no longer need to submit DDSs
- New DDS requirement: Estimated annual quantity of regulated products must be included
These updates are not yet legally binding. A final text will be confirmed through trilogue negotiations and formal publication in the EU’s Official Journal. Until then, the current EUDR regulation and deadlines remain in force.

Hot Item is a Dutch fashion retailer with more than 70 stores across the Netherlands. The challenge
Hot Item needed to get a clear picture of their carbon emissions across their operations and supply chain. As a retailer, their Scope 3 emissions — particularly from purchased goods — represent the largest share of their footprint, making accurate measurement both critical and complex.
The team also needed to ensure their data would be suitable for sustainability reporting under the EU CSRD, including the documentation and audit trail requirements that come with assurance-ready reporting.
The solution
Working with Coolset, Hot Item was able to structure their emissions data across Scope 1, 2, and 3, using Coolset's spend-based and activity-based calculation tools to build a comprehensive baseline inventory.
Coolset's platform allowed the Hot Item team to work collaboratively across departments, with clear data ownership and a traceable audit trail for every data point — making the results suitable for both internal decision-making and external reporting.
The result
Hot Item now has a structured, repeatable process for annual carbon measurement. The partnership with Coolset helped them move from fragmented, spreadsheet-based data collection to a centralised, audit-ready system — giving their sustainability team the confidence to engage with CSRD reporting requirements and stakeholder questions.
